NAME: MIKHAIL EFEMOVICH FRADKOV

BORN: 1 September, 1951

EDUCATION: *Mr. Fradkov is a graduate of both the Moscow Engineering and Construction Institute (1972) and the Foreign Trade Academy (1981), where he earned a PhD (KN) in Economics.

CAREER: *Mr Fradkov served for two years as an economic attaché at the Soviet Embassy in New Delhi from 1973 to 1975.  *Between 1975 and 1984, he held various positions in the State Committee for Foreign Economic Relations.  *In 1984, Mr. Fradkov was named First Deputy Head of the Main Directorate for Coordination and Control of Foreign Economic Operations under the Ministry of Foreign Economic Relations.  *From 1991 to 1992, he served as a Senior Advisor to the Russian Permanent Mission to the United Nations and as Chairman of the Russian GATT delegation for negotiations in Geneva.  *From 1992 to 1997, Mr. Fradkov served as Deputy and later First Deputy Minister of Foreign Economic Relations.  *Under President Yeltsin, Mr. Fradkov served two stints as Minister of Foreign Economic Relations and Trade, with a period as General Director of AO Ingosstrakh, from May 1998 to May 1999, in between these appointments.  *Mr. Fradkov served as Deputy Secretary of the Russian Security Council from May 2000 to March 2001. *In March 2001 he was appointed head of the newly formed Tax Police (FSNP).  *Mr Fradkov served as Russian Ambassador to the European Union from March 2003 until March 2004.  *Mr Fradkov was nominated as Prime Minister of the Russian Federation on March 1, 2004 and confirmed by the State Duma on March 5.  *He was made Acting Director of the SVR in September 2007, after his government was sacked by then President Putin.  *He acted in this capacity until his official appointment by President Medvedev in May 2008.

MISCELLANEOUS: *Creature of Sechin. *Married, two sons. *Wife, Elena, is an economist. *Son, Peter, has a degree in marketing, and worked at Veneshtorgbank in America until 2004. *Son, Pavel, completed KGB training with Nikolai Patrushev’s son, Andrei (1981) in 2003. *Joined KGB in 1973. *Met Putin in 1995. *Worked with Peter Aven and Sergei Glaziev in the 90s. *Speaks English and Spanish. *Holds various awards and medals, including: “Honourable Employee of Russia’s Counterintelligence (90s)”; and the “Yuri Andropov prize for an outstanding contribution to the security of the Russian Federation”.
