NAME: IGOR IVANOVICH SHUVALOV
BORN: 4 January 1967 in Bilibino, Magadan Oblast
EDUCATION: *Mr Shuvalov graduated from MGU (Moscow State University) Law School in 1993.
CAREER: *Mr Shuvalov worked at the laboratory institute “Ekos”. *He completed active service in the Soviet Army from 1985-1987. *Upon graduation, he worked as an attaché in the Legal Department of the Ministry of Foreign Affairs of the Russian Federation. *From 1993-1997, Mr Shuvalov was the senior legal advisor for the companies AOZT and ALM Consulting in Moscow. *He was head of the Department of the State Register of Federal Property, State Property Management Committee of the Russian Federation from March 1997 to January 1998. *Mr Shuvalov was deputy minister for State Property Management from January to May 1998. *He was acting chairman of the Russian Federal Property Fund from May to September 1998. *From September 1998 to May 2000, Mr Shuvalov was chairman of the Russian Federal Property Fund. *He served as Chief of Staff of the Government of the Russian Federation, with the rank of Federal Minister from 18 May 2000 to May 2003. *Mr Shuvalov became Presidential Aide responsible for Economic Development in May 2003. *In 2006, he was given additional responsibility as the deputy chairman of the presidential council on the national projects and demographic policy. *Upon Mr Medvedev’s inauguration, he was appointed Deputy Prime Minister in Vladimir Putin’s Government (10 May, 2008). *In August 2010, he was appointed Ombudsman to the Investment Policy Department of the Ministry of Economic Development.
MISCELLANEOUS: *Mr Shuvalov speaks good English and therefore fulfils the role of the Government’s main link to the foreign business investment community in Russia. *He helped to write a great proportion of President Putin’s speeches. *Shuvalov is seen as a western leaning reformer largely due to his wealth of experience within the business community. *Probably chosen by President Medvedev. *Linked to Vladislav Surkov, and Secretary of the State Presidium Council, Alexander Abramov. *He is reportedly close to Anatoly Chubais, Alexander Voloshin, and banker Alexander Mamut, all members of Boris Yeltsin’s “Family”. *Earned 4.8 million roubles in 2008, and 6.5 million roubles in 2009. *Married to Olga Shuvalova. *They have four children, two boys, and two girls.
