NAME: ALEXANDER GENNADYEVICH KHLOPONIN
BORN: 6 March, 1965 in Sri Lanka
EDUCATION: *Mr Khlopoinin graduated from Moscow Finance Institute in 1989 with a master’s degree in economics.
CAREER: *Mr Khloponin served in the Soviet Army from 1983-1985. *Upon graduation, he served as head of the Government Loans Department at USSR’s Vneshekonombank. *From 1992 to 1996, Mr Khloponin held various posts at the International Finance Company in Moscow. *In June 1996, he was elected President and CEO of Norilsk Nickel. *Khloponin was elected Governor of the Taimyr district in 2001. *On 17 October 2002, he replaced Alexander Lebed as Governor of Krasnoyarsk. *Appointed Deputy Prime Minister, and President’s Plenipotentiary Envoy to the North Caucasus Federal District on 19 January 2010.
MISCELLANEOUS: *Married, one daughter. *Father was a translator for the Soviet Trade Mission to Sri Lanka. *Has a reputation as an “effective manager”. *2002 Person of the Year by Expert magazine. *Member, National Projects Council. *Member, President’s Council on Developing Local Self-Government. *Member, Russian Commission for UNESCO. * Achieved rank of Colonel in Russian Military in 2006. *Received Order of Honour (1998), and Order of Merit for the Fatherland, Fourth Class (2008). *Advocated the merger of Taimyr, and Krasnoyarsk. *”Petite”. *Tied to Prokhorov. *Promotes an economic solution to the problems in the North Caucasus. *Subordinated to both the President, and the Prime Minister.
SUBORDINATES: *Responsible for President’s policy to the North Caucasus Federal District. *The North Caucasus Federal District consists of Daghestan, Ingushetia, Chechnya, Kabardino-Balkaria, Karachai-Cherkessia, North Ossetia, and Stavropol Krai.
