NAME: ILYA KLEBANOV

BORN: Mr Klebanov was born on 7 May, 1951 in Leningrad.

EDUCATION: Mr Klebanov graduated from the MI Kalinin Polytechnic Institute in Leningrad in 1974.

CAREER: *Upon graduation, Mr Klebanov began working as an engineer at PO Elektron.  He finished working there in 1977.  *He worked from 1977 to 1997 at the Leningrad Optical-Mechanical Enterprise (LOMO), rising from Engineer-Designer to general director.  *In December 1997, Mr Klebanov was appointed First Deputy Governor of St Petersburg and chairman of the Economic and Industrial Policy Committee.  *He became Deputy Prime Minister on 30 May, 1998.  *On 17 October 2001, Mr Klebanov was appointed Deputy Prime Minister, and Minister for Industry, Science, and Technology.  *Held the post of Minister for Industry, Science, and Technology from 18 February 2002 until 1 November 2003.  *On 1 November 2003, Mr Klebanov was appointed Presidential Plenipotentiary Envoy to the North-western Federal District.

MISCELLANEOUS: *Seen as Western-leaning.

SUBORDINATES: *The North-Western Federal District consists of: Murmansk Oblast, the Republic of Karelia, St Petersburg, Leningrad Oblast, Pskov Oblast, Novgorod Oblast, Vologda Oblast, Arkhangelsk Oblast, Nenet Oblast, the Republic of Komi, and Kaliningrad.
