BORN: 7 September, 1960 in Leningrad

EDUCATION: *Mr Sechin is a graduate of the Translation Department of the Linguistics Faculty (Zhdanov?), Leningrad State University (1984).  *Claims to have a Ph.D in economics.

CAREER: *Upon graduation, Mr Sechin served as translator/interpreter for the GRU in Angola.  *He subsequently worked for the company Technoimport in Mozambique.  *Mr Sechin served in the Soviet Army from 1986 to 1988.  *Upon completion of his military service, he worked as a foreign languages instructor at his alma mater.  *Mr Sechin simultaneously acted as a Specialist in International Economic Relations for the Leningrad City Soviet’s Executive Political Committee from 1988 to 1991.  *In 1991, together with Vladimir Putin, he established the Committee for International Cooperation, where he was the head of the administration.  *Mr Sechin became head of Putin’s secretariat when Putin became Deputy Mayor of St Petersburg in 1994.  *In 1996 after Anatoly Sobchak’s defeat in elections in St. Petersburg, he moved together with Vladimir Putin to Moscow where he worked with him both in the Presidential Administration and the FSB.  *Mr Sechin was appointed head of Putin’s secretariat when Putin was appointed Prime Minister in August 1999.  *He was appointed head of the President’s secretariat and deputy head of the Presidential Administration on 5 January 2000.  *Mr Sechin was made an aide to the President as well as being Deputy Chief of Staff of the Presidential Executive Office in March 2004.  *Upon Mr Medvedev’s inauguration, he was appointed Deputy Prime Minister in Vladimir Putin’s Government (10 May, 2008).

MISCELLANEOUS: *Met Putin in 1990 on trip to Brazil.  *Speaks French, Spanish, and Portuguese.  *Member of External Relations Committee.  *Married to Marina Sechina.  *Daughter, Inga, married to Vladimir Ustinov’s  son, Dmitry (2003).  *Chair, Rosneft since July 2004. *Possibly met Viktor Bout in Mozambique.  *Earned 3.7 million roubles in 2008, and 4.4 million in 2009.  *In 2009 claimed property totalling 18, 352 square feet.

SUBORDINATES: *Mr Sechin is responsible for metals industry, energy, industrial policy, defence, natural resources, environmental, technological, and nuclear oversight.  *Government representative to OPEC.
